裴嶷，字文冀，河东闻喜(今山西闻喜)人。西晋末，曾任荥阳市太守，后投鲜卑慕容廆，任长史，主军国之谋，助廆经营辽西省，招纳汉族士庶，奠定前燕政权基础，后被派奉使东晋，复任辽东相、乐浪郡太守。
